What is a Charter School?
Charter schools are public
schools that operate under a charter agreement with their authorizer. They
have a high degree of autonomy but also a high degree of accountability.
Legislative Intent
It is the intent of the legislature to
provide opportunities for teachers, parents, students and community
members to establish and maintain public charter schools which operate
independently from the existing school district structure but within the
existing public school system as a method to accomplish any of the
following:

Improve student learning;

Increase learning opportunities for all
students, with special emphasis on expanded learning experiences for
students;

Include the use of different and
innovative teaching methods;

Utilize virtual distance learning and
on-line learning;

Create new professional opportunities
for teachers, including the opportunity to be responsible for the
learning program at the school site;

Provide parents and students with
expanded choices in the types of educational opportunities that are
available within the public school system;

Hold the schools established under this
chapter accountable for meeting measurable student educational
standards.
Background
In 1998, The Idaho Legislature passed the
Idaho Code, Title 33, Chapter 52. This legislation allowed for the creation
of up to 60 Charter Schools in the first five years after the effective date
of the act. In 2004, the code was revised to allow for the creation of more
charter schools.
Charter legislation provides opportunities
for teachers, parents, pupils and community members to establish and
maintain schools that operate independently from the existing school
district structure.
Liberty Charter School has been granted a
charter by the Idaho Charter School Commission and now operates as an independent,
tuition free, public school.
